The Public Advocate, Ms Colleen Pearce, was appointed by VCAT on 6 November 2008 as the legal guardian for Richard Plotkin following the attack on him last year.
The Public Advocate has responsibility for the healthcare, accommodation and access to services decisions for Richard.
It would not be appropriate for the Office of the Public Advocate to make any comment in relation to the criminal proceedings or today’s sentencing.
We can say, however, that Richard is still recovering from the injuries sustained from the attack on him and will require months and possibly years of rehabilitation. Richard is likely to be significantly disfigured from his burns and may not fully recover from his injuries.
Richard’s home was burnt down and was uninsured. Our task now is to find suitable accommodation for Richard, which will enhance his desire to live independently in his local community and also ensure that his considerable healthcare needs are met. This is a challenge.
People who have a disability often display their vulnerability. Tragically, some people see this vulnerability and take advantage of it.
The Public Advocate is concerned at the prevalence of people with a disability, who may be vulnerable, being victimised and assaulted in this community.
People with disabilities are equal citizens of this state and deserve to be treated with dignity and respect and to be safe from violence.
In recent weeks, Victoria has witnessed many who have braved the fires and helped vulnerable people. These heroes display what the Public Advocate seeks of all Victorians, to see the intrinsic value of the vulnerable among us, including people with a disability.
