OPA considers that the NDIS is a major social and human rights reform that has the potential to positively transform the lives of the people with disability who qualify for it and to create more positive attitudes towards people with disability in the broader community because of their greater inclusion and participation in it.
Nevertheless, OPA recognises that there is a long way to go before it can be said that the NDIS is providing the improvements to the lives of people with disability that had been envisaged. This is especially the case for people with cognitive disability and complex support needs.
